| Job Description |
Johnson County Government Tranist Department is looking for a qualified candidate that will be expected to maintain effective communication and good working relationships with employees at all levels of the County and with customers outside the department in all key functional areas.
Job duties include:
- Researches grant opportunities for JCT services; assists with grant administration and coordinates joint grant applications for Transit and Transit related services; collaborates with staff and external agencies on letters of support and submittals; prepares and reviews annual grant applications; assists the Finance and Administration Manager with operating and capital budgets; and CIP requests.
- Monitors, tracks and processes JCT grant responsibilities including annual grant receipts and expenditures, budget, project accounts, and financial reporting and issues; ensures stakeholders have understanding and adhere to grant requirements; maintains continuous control for all applicable federally funded assets; assists with grant drawdowns and quarterly reports; ensures staff and contractors complete and maintain financial, operating, safety, security, drug and alcohol reporting; ensures compliance with federal grant requirements; collaborates with KCATA, UG, KDOT and County purchasing department on encouraging minority and small business enterprises.
- Ensures staff compliance with all federal and state grant requirements; oversees the Program of Projects for public input, and public meetings for related service or fare changes; leads the Procurement Committee review of all grant funded project documentation to ensure compliance with federal and/or state regulations; ensures partnering agencies or cites are providing continual control of assets; manages records retention and completion of source documents for records of history.
- Analyzes Transit's progress toward attainment of grants; implements all aspects of the DBE program and ensures that Transit complies with all provisions; reviews third party contracts and purchase requisitions for compliance; identifies contracts and procurements; participates with the legal counsel and project director to determine contractor compliance with good faith efforts; participates in pre-bid meetings to include providing County Purchasing department and consultants with information and assists with preparation of bids, obtaining bonding and insurance.

Job Requirements |
A Bachelor's degree in Business Administration or Finance and three years of progressive Transportation Management experience is required. (preferrably in the Public Tranist field)
Experience may be substituted for degree and a degree maybe substituted for experience for this position.
Two years of grant administration and two years of administrative experience in a related field is preferred. |
